Olá amigos! Tive a grata alegria e satisfação de participar do 4º Atlântico Sul DX Camp em Cananéia... Num determinado momento resolvi ir ouvir um pouco de FM. Fui para a entrada do local onde ficávamos para ouvir rádio a noite (no topo de uma construção de 2 andares - lá no topo haviam mesas e cadeiras, portanto muito propício para DX). Sabia que em 92.9 MHz tem a Voice of Barbados, emissora de FM do Caribe. Fiquei com meu Sony ICF SW 7600GR ligado na freqüência de 92.9 MHz e girando ele para lá e para cá a procura de algo novo. De repente ouço algo diferente e parecia ser em espanhol. O Wilson Rodrigues que estava ao meu lado com seu radinho digital também estava ouvindo essa emissora, me disse que era em inglês. Pouco depois veio a identificação como sendo a Voice of Barbados. Quase não acreditei no estava a ouvir naquele momento. O Ivan Dias também estava lá com seu Sony ICF SW 7600G e era também a 1ª vez que ele ouvia algo do Caribe em FM. O sinal da Voice of Barbados fez com que o led do Sony do Ivan, acendesse. O sinal simplesmente chegava quase local, estéreo. Incrível. O sinal vinha na direção de uma palmeira, então era apontar o recetor para lá. Logicamente que peguei papel e caneta e comecei a anotar os dados do que estava a ouvir, pois, na cidade onde moro, creio que é quase que impossível se ouvir emissoras de FM do Caribe. A Voice of Barbados irá receber um informe de recepção. No dia seguinte a recepção a noite em FM e OT estava muito superior ao dia anterior. . . Deixei de ouvir a OT e fui ouvir FM (pouco depois das 23:00 h UTC). A Voice of Barbados chegava estourando por lá em Cananéia (sinal local). O meu Sony 7600GR chegava a pulsar, quase tremer em minha mão, tamanha era a intensidade com que o sinal chegava. Até com meu radinho chinês (Kchibo KK-C37 - ganhei da Rádio Internacional da China) consegui captar a Voice of Barbados. Não botava muita fé nesses radinhos chineses, pois, não os achava bons, mas por meu Kchibo ter captado a Voice of Barbados em FM, percebi que nem todo radinho chinês é ruim. O Martin C Jenny também a captou com seu Motobrás (um desses novos modelos). Bom, se a Voice of Barbados chegava com sinal local, resolvemos, eu, o Ivan Dias e o Adiel, tentar captar outras emissoras de Barbados. O Ivan foi buscar as suas duas listas de FM’s do Caribe. Mais duas emissoras foram ouvidas: a Hot FM e a Liberty FM, respectivamente em 95.3 e 98.1 MHz. As duas chegavam com SINPO 54344 (Hot FM) e 55344 (Liberty FM). Achei incrível como o sinal dessas três emissoras chegavam tão bem em meu receptor. Vocês amigos tinham que estar lá para ver ou melhor ouvir com seus próprios ouvidos o sinal dessas emissoras para crerem no que estou relatando aqui. O Milton Raimundo, o Wilson e outros sairam para tomar banho e ir jantar. Eles não sabem o que perderam. Para quem foi a Cananéia para ouvir pelo menos uma emissora de FM do Caribe e acabou ouvindo três, saiu triplamente satisfeito e realizado. The current evening broadcast from shortwave 16 metre band at 17625 KHz will be changed to 17495 KHz while the broadcast from shortwave 49 metre band at 5910 KHz will be changed to 5905 KHz. Although the frequencies will be slightly changed in the evening programme, the shortwave metre bands will remain the same at 16 and 49 metre bands. STATE BROADCASTER INSTALLS NEW TRANSMITTERS IN EASTERN TOWN | Text of report by Congolese radio from Goma on 18 October In less than a month, the new radio and TV transmitters of RTNC [Congolese National radio and Television] Goma [eastern DRCongo] will be installed to the satisfaction of TV viewers in Goma and surrounding areas. This was confirmed by the RTNC provincial boss, Mr Lukeka bin Mia, [phonetic], upon his return to Goma from Kinshasa after a week-long stay in the capital. Mr Lukeka who arrived in Goma yesterday came with a number of equipment and tools that will facilitate the transmitters' installations. Technicians from Kinshasa have already installed the Kisangani [northern DRCongo] transmitters which are already operating. They are awaited in Kindu, Goma and Bukavu for the same job. COOK ISLANDS RADIO BACKERS STRESS CYCLONE SEASON ROLE | Text of report by Radio New Zealand International on 18 October The Cook Islands National Broadcasting Corporation board says it is crucial to have a public radio service, heading into cyclone season. The board's deputy chairperson, Florence Syme-Buchanan, says that it is pushing ahead with plans for the proposed station, but no date has been set for the launch. Ms Syme-Buchanan says that initial funding for the new radio service is still in place and the board's plans will only stop if [it is] instructed by the broadcasting minister to do so. She says critics of the planned station are overlooking the critical need for such a station during cyclone season. [Syme-Buchanan] It's very easy to say these things and go against us from the comfort of an armchair in Rarotonga, where we have access to the Internet, to newspapers, to radio. But when you're up north during cyclone season and you can't turn the radio on to find out what the forecast is going to be like for the next 24 hours, that's kind of scary. It's a crucial service for the entire group. Promoting his new book "Sharon's Wall" on the wall being built to separate Israel from Palestinian centres of population, Menargues more than once described Israel as racist, earning condemnation from the government as well as RFI journalists and Jewish groups. Speaking on LCI television on September 30, he said: "You say Israel is a democratic state, let me rapidly add that it is also a racist state .... The law of return only concerns Jews. What is the basis of Zionism? It is to make a state for the Jews." On another occasion he said, "What was the first ghetto on the world? It was in Venice. Who made it? The Jews themselves, in order separate themselves from the rest. Afterwards Europe put them in ghettoes." The foreign ministry said that Menargues' description of Israel as racist was "unacceptable" and journalists' unions at RFI called on management to "assume its responsibilities." The vice-president of the France-Israel association Gilles William Goldnadel said the remarks were made "in the context of a deep-rooted anti-Jewishness and the fact they were made by a director of RFI, the voice of France abroad, shows there is a sense of total impunity." Menargues has rejected the charges against him, saying "Israel is a country like any other and like the others it must be criticised. There is no exception in my vision of the world, no country is above international laws." Menargues, 57, is a Middle East specialist who has spent many years in the region. Then the great prophet himself came on the air saying he had leased time on 1386 "out of Radio Mos-kow". (...) He also said he was leasing Monte Carlo 702 kHz which was just about audible at my QTH. He then went into some "talking in tongues" mode which made constant reference to the "Soviet Union". This guy is predicting the end of the world, but hasn't grasped what happed in Russia over 14 years ago! (unID contributor to rec.radio.shortwave, via ??) There has to be be a mistake in the original item. Bolshakovo 1386 carries Voice of Russia until 1900 UT when this transmitter is obliged to close down in accordance with the agreement between Lithuanian and Russian telecom authorities. From 1902, Sitkunai in Lithuania takes over 1386 with China Radio International. I spoke with the operators in Lithuania and they say that they definitely did not carry the Overcomer Ministry on 1386 at any time. It is highly unlikely that the operators in Russia would break the agreement and would leave Bolshakovo on the air together with Sitkunai. I can add that the Russian operator RTRS has indeed done a number of tests for Overcomer Ministry in the past weeks; confirmed are transmissions via St. Petersburg 1494 kHz at 2000-2100. 73s, (Bernd Trutenau, Lithuania, Oct 17, MWDX yg via DXLD) have they no shame? French closing at 2356 I think mentioned only 15385. After IS, English opened at 0000 when I was listening to somewhat improved 6155, and now 15385 was definitely the only frequency announced. Rechecking 15385 after 0000, it is now dominated by a FE station, with Spain barely audible underneath. So it`s none too soon for Spain to be moving its French and English to North America, but please inform the announcers. Is that a Canadian military surplus receiver or something else? I'm not familiar with that designation. I noted that in the program you headed "Program Number 100" (the one with the McClintock interview) you said at the beginning that you'd definitely include that subject but then never got around to it. 2) How many RW programs exist so far? I seem to keep hearing the same ones over and over on various broadcasters. I know that I would appreciate your beginning each program with a program number (like the "100" referenced above) and a date, since some seem to contain contents referencing months-old magazine articles. I'm sure that other repeat listeners would like this too. 3) In your gadget review segments, are the dollar amounts cited Canadian or US dollars? I also wonder how you select what to mention, since so few of the items seem to be radio-related. Is it just any new doodad that takes your fancy? I realize that the whole rationale behind the program is your religious message; the rest of the program is merely a vehicle to make that more palatable to the listeners, or to get those points across to people who would otherwise not listen to an explicitly-religious program. I'm not objecting to this in any way; this is how you interpret the Great Commission in your life and you have a perfect right to spread the message the way you wish. I just think that it would help if the contents of RW specifically, as opposed to the others in your program family, were a bit more radio/DXing oriented and a bit more technical in nature. As a ham, I'm sure you could address these subjects more fully, and, as a Canadian, you could bring a Canadian perspective to this field, as opposed to the nearly universally-USA-orientation of other radio programs in this area. Dependent on whom you listen to, yesterday's FCC meeting was anything from "BPL Nirvana" to "overly restrictive". Beyond the hype, let's look at what was actually done: Only a little more than a year ago the claims of interference were being met with blank stares. "Interference? What interference? There is no interference!" At that time, BPL was legal under FCC rules, subject only to a requirement not to exceed the emissions limits (30 uV/m at 30 m -- typically an S9 noise level), a requirement to do their own testing and a requirement not to cause harmful interference. Had the FCC done nothing, that is the basis on which BPL could operate right now. That would have been the worst possible outcome. This rulemaking was not intended to permit BPL, because it was already permitted. Yesterday the issue of interference, specifically "harmful interference" was front and center in the proceedings. Once the interference issues were openly admitted, next came the Certification of the BPL equipment. While this is not the Certification of the actual system that the ARRL wanted, it is still a definite step forward. There was even the admission that some of the systems that had been deployed would not meet the coming Certification requirements. Not only has the Commission said that interference is important, groups like the IEEE BPL committee are also saying that resolving interference is important, and ARRL will continue to be part of that process. Several systems have shut down, in part due to interference issues, and ARRL will continue to be a part of that, too, if systems cause interference. The rules are expected to tighten up the testing requirements, and instead of allowing manufacturers to do their own testing, the FCC will become involved through the much more rigorous certification process. That is a major step forward. ARRL and others had requested this instead of verification. There was the addition of a PUBLIC database - something that the BPL industry definitely did not want! This database would show by zip code where the installations are and who to call if there are problems. Exclusion zones were also created for certain federal and aeronautical users of the spectrum. While amateur services were not part of these excluded zones, it was one more confirmation that the FCC took the interference problem seriously. So they also added the statement that there were going to be provisions for RAPID mitigation of interference problems, including shutting the facility totally off. Unlike some past experiences in which amateur's problems were denied, ignored or claimed to be "all fixed" when they were not, it appears when the actual FCC document comes out that there will be some teeth in this provision. But we have to wait and see just how big those molars actually will be. To expect the FCC to have come out with a ruling stopping BPL in its tracks was not realistic. But the actions they took are much more agreeable than some expected, and yet not as favorable as others wished. The devil is in the details, and we will not know the details until the actual papers come out in a week or two. The work is just beginning. ARRL helped to convince the FCC to reign in BPL from its initial dream of "most restrictions" being lifted. Now, it is make or break time for this industry. If they will design their systems to not cause interference, ARRL will help them by evaluating the systems and providing them information about what level of protection is needed. One manufacturer has already taken us up on that offer, and we are making plans to get together at one of their sites next month to see what they have done right so far. If they don't meet the goals, ARRL will continue to press interference complaints through the FCC, because is it critical that the FCC enforce its own new rules. Meanwhile, quietly ignored yesterday were other items on the FCC agenda. While the political situation is causing all the attention to go to BPL, these other technologies, including WiFi and fiber optics systems, made ever greater gains yesterday and will soon stand to leave BPL in the footnotes of technology along with the 8 track tape player. Amateur Radio Newsline`s Paul Courson, WA3VJB, in Washington and Mark Abramovich, NT3V, in Philadelphia take an in depth look at the FCC decision and its impact on Amateur Radio: FCC Michael Powell: ``Would all members in favor of the item signify by saying aye? All those opposed? The item is adopted, thank you very much (sound of gavel banging down)`` (WA3VJB report) Although several took note of interference concerns, none of the Commissioners voted against the proposal, and only one Commissioner voted any dissent at all. His issue was that utility companies might improperly try to raise your light bill to help pay for BPL. The measure passed, and BPL can now be built and marketed to real customers nationwide. The system that`s been in the prototype stage for a while now uses the power lines as a way to transmit and receive telemetry with computers such as those used in the home. In sending that data over the wiring in a house or on the poles outside, small amounts of signal radiate and can cause interference to users of the same frequencies BPL uses on the power grid. The ham radio community, led by the research of ARRL Laboratory manager Ed Hare W1RFI, documented the potential for electrical noise during this prototype and testing phase. The League submitted what many consider alarming findings to the FCC as a protest and challenge to the BPL proposal on ham radio`s behalf. FCC Commissioner Michael Copps addressed that point before he voted to approve: FCC Commissioner Michael Copps: ``I remain concerned with the question of interference to amateur radio users. I take the concerns of this community very seriously, and I believe the FCC has an obligation to work hard to monitor, investigate and take quick action to resolve harmful interference. `` When Copps voted approval, his dissent focused only on whether there were safeguards to keep utilities from using electricity revenue to help pay for BPL. The proposal from FCC technical staff calls for interference mitigation procedures, including an online public database to help identify by zip code where BPL might be a source of interference, The database also will name a contact person at the company running the system in that zip code, to negotiate and resolve complaints. Commissioner Copps said he hopes the process will be quick: FCC Commissioner Michael Copps: ``If an amateur radio user makes a complaint, and an agreement between the BPL provider and the amateur radio user cannot be reached, the FCC should step in and resolve the matter. These cases must not take years to resolve. I hope we`ll have some really effective rapid-turnaround procedures here in place...`` FCC Chairman Michael Powell has been an early flag-waver for BPL, and spent time leading up to the vote praising its potential as a competitive force against existing high-speed data distribution systems. The noise made by those concerned about BPL noise must have reached the top desk, because Powell took time to acknowledge BPL`s potential negative impact, although he never said the word interference in his remarks: FCC Chairman Michael Powell: ``There are users of spectrum that are affected by this. We`ve taken that seriously from the very beginning. I want to particularly say to all those wonderful amateur radio operators out there. They`re still an important resource to the American communications landscape. They`re ones that we continue to care about, continue to want to foster and prosper. And we have taken great care to ensure that the protections in this item are necessary to allow that service to continue. We will continue to be vigilant about it, and put the tools in place for that.`` But then Powell returned to his celebration that BPL would soon provide another way to bring high-speed data to the masses, citing advantages for homeland security, the reliability of the nation`s power grid, and the U.S place in the world. FCC Chairman Michael Powell: ``Let me underscore that the potential for America, and the American economy is too great too enormous, too potentially groundbreaking to sit idly by and allow any claim, or any possible speculative fear keep us from continuing to drive this technology drive America into the broadband future.`` For reaction to the FCC`s approval of Broadband over Power Lines, we turn to Mark Abramowicz, NT3V: (NT3V report) For the American Radio Relay League, the FCC`s decision in the BPL proceeding wasn`t a surprise. The ARRL`s leader says now, more than ever, amateur radio operators will have to be vigilant about any BPL interference that appears and be prepared to act with a complaint that could go all the way to the FCC. ARRL president Jim Haynie W5JBP says there were some encouraging comments from commission members about the value of the Amateur Radio service. And, for the first time, an admission from the panel that BPL technology is far from perfect. Jim Haynie, W5JBP: ``You go back a year, a year and a half ago, there was all this talk about: What interference? There is no interference,`` Haynie recalled. ``And fully half of the meeting was how to deal with the interference issue. ``So the commission now has finally realized that what we`ve been saying all along does exist and I`m sure the NTIA had a lot to do with that, too.`` Haynie says among the restrictions the FCC placed on the BPL providers is establishing a database of utility and system operators who will be accountable for neighborhood interference complaints. He says it appears that provision may have come out of the ARRL`s direct lobbying of commissioners. Jim Haynie, W5JBP: ``We`ve actually had personal meetings with a number of the commissioners,`` Haynie says. ``And Commissioner (Michael) Copps is one of them. Kevin Martin was another. Ms. (Kathleen) Adelstein was another one. ``And these were all held in the past couple of months so it`s fresh on their mind. They know where we`re coming from. That`s what the league has been doing on a direct basis rather than just file a written petition or comments, which we did.`` Haynie also credited the direct lobbying efforts aimed at members of Congress - many of whom look favorably on the Amateur Radio service. Jim Haynie, W2JBP: ``They`ve made their feelings known to the commission and while they support inexpensive broadband for America, you know, on the other hand they understand the infrastructure that`s involved with Amateur Radio and public safety,`` Haynie says. Finally, while Haynie says he`ll reserve additional comment until reading the full FCC document, he feels some sense of relief at what finally emerged. Jim Haynie, W5JBP: ``I know there`re some detractors out there that for whatever reason think the league probably lost and sold them down the river. And that`s not the case at all. `When we look at what happened at the commission meeting and actually read the details of the report and order, I think what the league has been doing for the last couple of three years will be quite evident. ``So I think we did a good job. Did we get what we want, no - not entirely. But we also knew going in that you can`t just say: `I don`t want BPL at all.` It`s going to be done in some form or fashion, now the only question is how much?`` Over at CQ Magazine, Editor Rich Moseson, W2VU, is feverishly studying what the FCC has done and what impact it will have on Amateur Radio. He tells me the FCC`s press release on the subject seems to contradict the commissioners` assurances that interference mitigation should be done in a timely fashion. Moseson notes that in the same sentence such resolution of interference problems would be done without disruptions of service to BPL subscribers. Rich Moseson, W2VU: ``So, in other words, the users of this non- licensed service have priority over licensed users,`` Moseson says. ``This is what we were afraid of to begin with.`` Moseson says he`s also concerned about the closing comments of FCC Chairman Michael Powell that were not included in the public statement released on the commission`s website. Rich Moseson, W2VU: ``He starts out practically pandering to hams and then turns around and tells us not to stand in the way of progress,`` Moseson says. While sounding pessimistic, Moseson says we`ll have to wait and see what`s in the actual FCC report and order. WIA Newsman Martin Howells, VK2UMJ, reports: Following reports that the ACA may be considering the removal of interference protection for some HF radio users, ACREM New South Wales forwarded an official written protest to the ACA, the Minister for Communications, the Shadow Minister for Communications, and the leaders of both major political parties. This was followed up with a further submission lodged by e-mail outlining the Japanese report that showed interference from BPL as high as 300 MHz. Although ACREM is primarily a CB emergency monitoring group, the interests of all radiocommunications users, including amateur operators, is also a concern especially given the potential safety-of-life issues of widespread interference to HF and VHF frequencies. The purpose of AMRAD is to develop skills and knowledge in radio and electronics technology. AMRAD has initiated a project to examine Broadband over Power Line (BPL) technologies, understand how they work and project how a full-scale system would work and its impact on amateur radio. These Comments are submitted to address the interference ingress problem we have observed with a trial BPL system. If any BPL system goes into widespread deployment with this sensitivity to RF fields, a significant interference problem exists. "AMRAD conducted an RF susceptibility experiment at the Potomac BPL test site on November 9, 2003. This test site is part of a system test being conducted by the Potomac Electric Power Company (PEPCO). The test home was constructed in 1966 and uses unshielded Romex wiring. The BPL technology is from Current Technologies. The data communications is done using the HomePlug Alliance protocols using a chip set from Intellon. The BPL user interface is an Asoka power line to USB modem. The Potomac test neighborhood has overhead power lines in the area these tests were conducted. "A mobile amateur radio station equipped with an HF transmitting capability was used. The station transmit power was adjustable from a minimum of 4 watts to a maximum of 500 watts of continuous carrier (in this report, all power levels are expressed in PEP). A tunable mobile whip antenna was used. This mobile station was used to radiate on the 75, 40, 20, 18, 15, 12 and 10-meter bands. The transmitted polarization was vertical in this test. It is likely increased coupling into the power lines would have occurred using horizontal polarization. Also, mobile antennas are generally less efficient than a fullsized dipole. A full-sized horizontal dipole antenna would change these test results, most likely with increased levels of interference. "When transmitting at the street curb adjacent to the test site property: Data transfer ceased in all but one case at a transmitter power of 4 watts in the BPL operating band of 4 to 21 MHz. (3980, 7150, 14348, 18153 and 21383 kHz.) The exception was at one frequency where it is suspected that the house wiring exhibited a resonant absorption of the energy. In that case data transfer ceased at 14055 kHz at 15 watts. Higher power levels of 12 and 35 watts caused data transfer to cease in two of the bands tested even though they were above the BPL operating band. (24900 and 28150 kHz.) "At 0.1 miles, data transfer ceased at: *3980 kHz at 10 watts in one case and 15 watts in another. *7150 kHz at 45 watts *14348 kHz at 60 watts. "At 0.15 miles data transfer ceased at 3980 kHz at 120 watts "At 0.25 miles, data transfer was in one case, intermittent at 3980 kHz at 120 watts and ceased at 30 watts depending on distance to the local power lines. At 0.30 miles data transfer occurred with a transmitter power of 500 watts at 3980 kHz. At 0.36 miles data transfer ceased at 3980 kHz at 10 watts. At 0.43 miles data transfer was unaffected. At 0.51 miles, data transfer ceased at 3980 kHz at 100 watts in one case and was unaffected in another." Note in the above data that susceptibility is not a simple function of distance or power. It is likely that standing waves on the power line caused susceptibility to vary in a non-linear way. Because standing wave voltage magnitudes repeat every half wavelength, moving one quarter wavelength farther away can actually cause voltage levels at the BPL receiver to increase. Mr. Vobbe is correct in his prediction that amateur radio operators will be subject to harassment by BPL providers, neighbors, and local governments if their transmissions are known to be the source of BPL interference. Never mind that Part 15 of FCC regulations requires unlicensed BPL services to accept whatever interference they encounter from licensed services. Given the FCC's refusal to protect international SW broadcast frequencies, or even to acknowledge in the commissioners' public statements that interference to shortwave broadcasting is something that it is important to protect against, SW listeners would be well advised to begin studying for their amateur radio licenses and reading up on the subject of stealth transmitting antennas. Although not stated in their FCC filing, AMRAD reported at a meeting in Washington, DC in November of 2003 that they had purchased a set of BPL modems and set up an experimental line to test the susceptibility of these devices. They were successful in actually burning out the receiver section of the modem with RF powers and transmit antenna spacing to the test line typical of amateur radio installations. Susceptibility to HF transmissions by licensed services will be the Achilles Heel of BPL if amateur radio operators begin to communicate with stealthy techniques instead of rotary beams and towers. A generic radio question - If you have a radio with Synchronous detection capability, like a Grundig Satellit 800: If there is no particular interference above or below the frequency to which you are tuned, and you are listening to a true-AM signal (not compatible USB or LSB), does it actually matter if you are using USB- Sync or LSB-Sync, or are both supposedly exactly the same? In practical terms, are there individual receiver circuit differences or component variations or alignment idiosyncracies that would make USB- Sync produce better audio than LSB-Sync, or vice-versa? Is this something that may vary from brand to brand, model to model, or individual sample to sample within otherwise-identical receivers? I personally find that most AM signals, especially for long-term listening, sound better with the Sync engaged, thereby avoiding selective fading and other audio degradation. But I usually have a hard time choosing USB vs. LSB unless there is obvious interference that makes one better than the other. The flat-screen Toshiba came with its own set of stereo speakers, a 181-channel tuner, built-in VCR, DVD and CD players, a V-chip for parental control over content and, of course, a remote control. Van Rossman, unfortunately, does not have cable and can only get four channels in his apartment. He mostly watches Oregon Public Broadcasting, which comes in clearest, and he's acquired a taste for OPB children's programming. Maybe the television suffered an identity crisis. Maybe it aspired to higher things. Whatever the reason, van Rossman's TV set sent out a cry for help. It began emitting the international distress signal on the night of Oct. 2. The 121.5 MHz frequency signal was picked up by an orbiting search and rescue satellite, which informed the Air Force Rescue Coordination Center at Langley Air Force Base in Virginia. Such signals usually come from electronic locator transponders that help search and rescue workers find overturned boats or crashed airplanes. It is said that more than 90 percent of ELT signals are false alarms, but each and every one is checked out. Langley got on the horn to the Civil Air Patrol, an all-volunteer auxiliary to the Air Force, and the CAP got ahold of Benton County Search and Rescue Deputy Mike Bamberger for assistance in locating the source of the signal. "My initial thought was, --- Oh, it's the airport again,'" Bamberger said. "We've had the signals from the airport go up the Willamette River all the way through Albany and into Lebanon." The radio-wave signals can bounce off metal structures and rocky hillsides. From time to time Bamberger is dispatched to the airport to locate a transponder in a plane that has been bumped by a mechanic or set off by a rough landing. But this case was different. Armed with small receiving devices, Bamberger and a group of Civil Air Patrol volunteers determined the distress signal was coming from an apartment building on the corner of Fourth Street and Jackson Avenue, narrowing the possible sources down to a couple of upstairs units. On the morning of Oct. 3, van Rossman opened his front door to find CAP personnel in Air Force uniforms, a Corvallis police officer and a Benton County Search and Rescue deputy looking at him expectantly. To his credit, he did not stress out. "I have a pretty spotless record, so I wasn't overly concerned --- just a little confused," van Rossman said. "The police officer asked if I was a pilot or had a boat or anything. I said no, and they moved on." After checking in with van Rossman, the group continued the search. "We narrowed it down to a spot on the wall in the hallway," Bamberger said. "Whatever was behind that spot is what it was." They knocked on van Rossman's door again, and the signal abruptly stopped. "When he answered the door he turned off the TV, and the guy in the hall said, ‘It just stopped,'" Bamberger recalled. An inspection of the television confirmed it was the source of the signal. "Their equipment was just bouncing everywhere as they turned it on and off," van Rossman said. Van Rossman was instructed to keep his TV turned off or face fines of up to $10,000 per day for emitting a false distress signal. He's not taking any chances. He's keeping the television unplugged just in case he forgets one morning, groggy with sleep. Unfortunately, the warranty on the TV had run out 16 days before it started freaking out. It had already tried to escape the van Rossman household by refusing to play DVDs a few months back, but that didn't bother van Rossman. He has a DVD player on his computer, and besides, he mostly just likes to watch OPB --- especially "Arthur." "I find other stuff to do," van Rossman said. "It's not too important. It's changed my morning routine." Alas, "Arthur" will have to wait. Not for too long, though. Maria Repole, director of public relations at Toshiba, is going to get van Rossman a new TV. "We have never experienced anything like this before at Toshiba," Repole said. "We really value customer satisfaction, and we will replace the television set free of charge." Repole told Toshiba's technicians about the TV in distress, and they'll be on the lookout in case it happens again, she said. "They've never heard of that before," Repole said. "They don't really have a technical explanation available. It's just very strange." David Mandrell, squad leader for the CAP team that responded to the TV's distress call, attempted an explanation. "All electronic equipment creates a frequency called a tempest," he said. "Sometimes these frequencies emit low-level signals that are close to the 121.5 MHz signal." Mandrell has heard of this sort of thing happening with customized computer gear. Sometimes CAP equipment will pick up these signals, he said, but they are usually weak enough to ignore.
